# Refinement briefs

> Turn frozen evidence into bounded implementation guidance.

A Behavior Refinement Brief is a versioned interpretation of a specific body of evidence. It does not recompute itself from live results after generation.

## What a brief contains

* Evidence state and claim labels
* Findings the evidence supports
* Claims withheld by the evidence rules
* Candidate interventions
* An implementation packet with drafts, examples, acceptance criteria, and regression tests
* The implementation owner and the permitted scope of change
* Business-outcome links with their source and strength

## Why briefs are versioned

If evidence changes or the sprint is reopened, CiCi creates a new version. Earlier versions remain available so a team can show what it read and acted on at the time.

## APM-only briefs

An APM-only brief can include implementation-ready candidates, but its ship gate remains **safe to test**. The draft is useful; the claim remains limited.

## Human validation pending

CiCi withholds findings and proposals while human review is incomplete. It shows progress instead of previewing a moving result.

## Human-validated briefs

When the required evidence is accepted, the brief may include Signal Gap findings and a stronger transfer verdict—within the recorded study boundaries.
